Food shortages and breaks in the distribution system could reach the same end without such dramatic and probably unpopular steps by the government types.

On the other hand, past governments and rulers have been known to opt for the horror of Total War in order to deal with problems such as an economic crash and overpopulation.

That's another version of the Big Gamble.
