probably so, although I would point out that a proposed bus solution would also necessitate placing transportation within the vicinity of pedestrians.

In addition, while I am not sure I understand the math, but the folks at Vision42 claim a light rail system will handle 3X the volume of traffic than bus or subway, and move accross town at faster speeds.
