Specter is trying to head off Pat Toomey, a republican who gave him a strong primary challenge in 2004 who would likely beat him this time around.

Just another incumbent clinging desperately to his seat by any means necessary. (Though I applaud his willingness to look critically at the the way the drug war adversely impacts our criminal justice system.)
