International Law? Who to enforce it? Certainly not the US, one of Dubai's biggest supporters but a place where Internaional Law is held in contempt.

Besides, the Canadian woman's husband is apparently still being held in Dubai's debtors prison (after spending all and more of his too-easily arned money on Disneyland in the Desert), so it seems she's loathe to leave until he is freed.
