In reality? Yes.

But Cuba does not have the backing and the muscle it originally had. It is also starving for capital. Sometimes even the most rigid of bureaucracies soften under the burden of debt and temptation of affluence. (Tropical? Casinos? Family connections? No brainer! $$)
