I think there is certainly truth to that statement - While you don't
need
a designated gay area or district with rainbow flags on every building to have urban renewal, the kind of heterosexual people that will move to an urban area in today's "knowledge" economy don't want to live in a community filled with homophobes or people otherwise intolerant of gays.
And GQ, you said "lack of tolerance breeds ignorance" - I would say ignorance breeds lack of tolerance...
