My point regarding your point: There was no enlightened consensus of behavior for the U.S. (or any industrialized nation) to aspire to.

Today, China has moved into the community of an industrialized, capitalistic country. There is an established standard for behavior within that community for China to aspire to.

That they are further along than we were 150 years ago is a poor excuse.
