I answered your question...you don't like my answer. Under the legislative intent of our Constitution, they are not citizens. If you have some documentation stating otherwise from those who framed and ratified the Fourteenth Amendment, please feel free to post it.

Legislative intent is ruled on by the SCOTUS. I posted the ruling. Do you have any ruling that states they are not citizens?

In addition STARE DECISIS does not overturn the most fundamental rule of constitutional law which is to carry out our Constitution's legislative intent, as contemplated by those who framed and ratified it. See above.
