The only thing they have been doing is use the future tense for something that has already hapened.

It is not IF we fail in Iraq, we HAVE failed. Now the question is, how quickly can we pick up the pieces before more fall off and bury those trying to keep it together?

This is something that WILL endanger Americans for decades to come. No If's in that statement. The question is, how do we reduce the impact and try to get a less calamitous result?
