We need to get the programs back. this is another classic example of when something is being controlled properly, it is somehow deemed to not be in vital need of public resources, so we cut them.
You make sure kids have things to do and the right role models to follow and you will have less problems with them throughout their lives. You drop the ball early and it costs a lot more to pick up the pieces later.
