It's not hard to get at all if you know where to look or who to ask. It is widely used without repercussion, and mostly (if not wisely) with discretion. What the police do if you get caught varies, depending on the cop, the user, the amount, the location, and whether it is ignited or not. I've heard everything from being taken downtown to them not doing anything, so there is a risk.
