A lot has to happen to launch a D-5 ICBM. Several countries has to be informed before we do because thier satalites can pick-up a launch when the missle is flying. The last thing you want is a country to think we just launched on them. But I will throw the BS flag at the Pentagon. But then again, can you really believe anything the Pentagon says?

I mean of course a test missle.
