Why not just buy a golf cart, put the solar panels on the roof of your home and use them to charge it? It looks like a golf cart.

typically... I haven't read the article mind you, the solar panels in these types of car are also used to trickle top up the vehicle when its on the go, also why not have it built into the vehicle if it means you don't have to rely on charging it all the time especially as they probably don't have charging points located all round Palestine.
