Which means it hasn't yet BEEN repaired, which means it shouldn't be on the road.

Busted up vehicles are a danger to the driver of the vehicle and to other people on the road. I don't want my life endangered because someone's vehicle is in such poor shape they can't properly control it. It's no different than having a drunk driver on the road.

I've had to dodge my fair share of vehicles because they kept tugging strongly in one direction and going halfway into my lane. I shouldn't have to go off roading to protect myself from someone else who can't be arsed to fix their POS.
