I'd just add that some pirate purely because they can, without any actual desire for the products they're downloading - similarly, some will distribute just because they can.

This is true, the ppl defending these bills and writing these bills tend to consider every download as a loss of revenue when in reality the person downloading, like you said, never intended to buy it in the 1st place.

So those ridiculous figures they post as a loss a revenue are fictional
