How do you go about creating the incentives that happen organically in commerce, from the top down?

Pardon me but when did it become the responsibility of business to create "incentives"? Keep the incentives, just get the regulators, EPA, unions a ridiculous tax on capital gains and other anti-business ideology out of my way. If making money is not incentive enough that person needs to work for someone else anyway and be happy with their 6 pack on Friday night.
