I may be off here because this is just hearsay, but I've been told that in some countries or areas (such as Western Europe), police are trained to disable/wound, not use center mass shots by default. May be totally wrong though...

Don't think so. The areas in question are too small to aim for effectively without potentially causing other damage (like to nearby bystanders, for instance). All I've ever come across says center mass. You have to effectively disable someone. And be prepared that you might kill them. Besides, even multiple shots don't always put down people that are high in certain substances. They just keep coming and coming until they've been riddled with bullets.
