Basically according to the compulsory education law, the curriculum is only what the government approves. And if the authorities find out that the madrasa or maktabs are not teaching the child the government curriculum, then they will jail the parents, the teachers, those in charge of the madrasas and then close down the madrasa. That's the gist of it.

They want their compulsory curriculum to put the foundation of kufr in the heart of every child right from the beginning.
