How was far was the local police station? Even with an "empty tank" of fuel if the station isn't far anyone could have walked the bike back to the accident spot.

I think with any "miraculous event" it needs to have other possible reasons exhausted before it can be said that it is "miraculous". The problem arises when people (like in this case) do not exhaust other possible reasons and go straight to "miracle" and start getting blessings from it or praying near it or to it.
