Wrong about what exactly?
I think he's referring to Japan's geographical situation making it ideal for it having a smaller population than it currently has. 1/3 of 128 million is like 42.6 million people, so those aren't such bad numbers, considering the fact that the archipielago is only 377,000 kms or so.
