#4 - who for the love of god, would anyone, even his worst enemy, allow to persist in such a position for long enough to take this picture?!

I am not a physicist, but I'm guessing that even if the electricity hit the water, the people in the tub are safe, because the tub is entirely rubber. So the electric current would not have any faster way to earth than by going through the wires. It might screw up the electrical equipment if it shorted out, but I'm not convinced the people in the tub are in as great danger as it looks.
