How big is the MMORPG map? The entire F2 world or only a portion, or different locations entirely? Entire F2 world with major locations a bit modified.

Is combat turn based? Not exactly. It's not possible to have TB combat with so many players involved. The combat is sorta real-time like in Fallout Tactics.

What is the status of the project with regards to legality? Absolutely legal.

If the images and sprites from F2 are copyrighted, then can this game use them legally? Yep. It's non-commercial project. The authors don't make any proffit at all. Basically, in terms of legality it is just a MOD for the original Fallout-2 game which allows multiplayer.
Mods are legal.
