Baja California Norte.

Traditionally, the proposal has been along the crest of the Tehachapi Mountains. That would put the city of Santa Barbara in Southern California but most of the rest of that county in Northern California. Then the line stretches east passed the Sierras and then almost north to take in Owens Valley.

It's a matter of geography. Southern California is a desert. Northern California is farmland, ranches and pine-covered mountains. And politics. Southern California is liberal. Most of Northern California [aside from San Francisco, Big Sur] is conservative. And its a matter of baseball. We have the Dodgers. They have the Giants.
