A friend of mine taught me the 3 second test. He said, if you look at someone for 3 seconds and aren't sure they're White then they probably aren't.

Firstly, White is an unimportant classification when dealing with places in eastern Europe as there are very few non-Europeans. It applies most to American matters.

It has to be done on a personal level, I'd have to see the person to know.
