Define racism, OP.

I suppose the main prerequisite for racism is that the nation in question has a deep set concept of race linked to nationality, and that people feel that this race is superior to all groups, or prehaps superior only to certain groups. Having a concept of race in itself doesn't equal racism, racism is when superiority of race/genetics becomes involved.
