It depends, from what I have observed the non afram parent isn't ignored or not acknowledge. I know two Afram/mexican brothers who identify as Black, but if you asked them are you mixed, or what are you mixed with they will say "Yes, my dad is Black and my mom is Mexican". I know several Afram/white individuals who identify the same way, as Black but when asked specifically they say "yea my mom is white". In one particular case with a girl I know, it is her white mother that considers her daughter to be "Black".
I've heard of that one too. But most people only ask that if you "look" obviously mixed, or if you're light skinned, or if you have "good" hair.
