So 100% Martian with a 50% Martian/50% Neptunian is interracial

100% Martian with 75% Martian/25% Neptunian is interracial if the mixed individual clearly looks mixed. If not, then no. The child of this freakish and unholy relationship would be 1/8th Neptunian, which isn't significant and that influences my opinion.
