It's a matter of self-identity more than biology.

Compare with Barack Obama.

Born in the United States (...he was. get over it.), native white mother, foreign African father, raised by white mother in an upper middle class environment.

Born in Germany, native German mother, foreign African father, raised by white mother in an upper middle class environment.

Obama identifies as African-American, and thus, while being biologically mulatto, he chooses to be treated solely as a black man. (He put himself down as black on the Census when given a choice to do otherwise)

Boateng likes his Ghanaian heritage, but has never been to the country and identifies as a German. He refused to even consider playing for Ghana's national team, while his half-brother from the ghetto chose Ghana over Germany.

Conclusion: Boateng is more culturally German than Obama is culturally American.
