If he was raised in german ways then yes he's german,I think there was some sayings ~"it's not important who gives birth to you,it's important who raised you",if he's some parasite that clings to foreign ways and doesn't live according to german ways of life then no.

You say this while 50 years ago black americans had to go to the back of the bus,the only reason they got decent human rights in America is because they were used in the two world wars AND because of numerous protests,like the one involving the "back of the bus for you" .
