In the past, Africa obviously. Ancient Egyptian civilization is the most important human civilization in history, with out it much of middle east and europe would have not developed the way they did. Though it can be argued China developed independently

In modern age (last 500 years) obviously Europe and North America, but i think the next 500 years belong to Asia

Ancient Egypt is the most overrated civilization in history. Plus, Mesopotamian civilizations are older.
