I think ultimately its the same as saying "who were the Crusaders"? The Crusades were initially pushed by the Italian state who were influenced by the Byzantines who were getting their asses handed to them by the Turks, but the main military contingent from the first two crusades where the Holy Roman Empire and Normans and later from the third onward constituted countries all over western Europe. I doubt the Moors were any different in this assembly and I`m sure after a few generations there was a tolerance from the people that kept them in power
