I'd say far East Asians, I've heard though Somalis in the U.K. can be a pretty isolationist culture, but I doubt this holds true for their Ethiopian and Kenyan (Obama) neighbors.

I've seen Ghanaian culture compared to Japanese in ways, mainly in terms of "being honorable", but I don't know about them.

To me, some Americans are medium, and after them all other foreigners and some Americans are somewhat shyer, East Asians are the silentest.
