I think you're right actually that Croatians are lighter than Romanians although Romanians are not at all dark in my opinion especially those in Transylvania.

It depands what you consider dark. Romanians have rather strong brunet tendencions. Croatians tend to be considered almost central European by look in anthro boards, which is not exactly true IMO. However I would consider them still a little bit lighter than Romanians.
