Not really, most central europeans have lighter skin tone in average than southern europeans. Its the other way around, most central europeans dont differ much in skin tone from northern europeans.

It's because you live in a country where blond men are rare or uncommon, thats why u appreaciate them. I have never heard/met a girl from a predominantly fair country being focused in blond men.

That's also not true.

In Eastern Europe girls go crazy for Sergei Lazarev, Rafael Sobis, Artur Boruc types. Unless you're going to claim blonds are rare here?
