some people like Europeans,Asians,Hindus,Maghrebis,Near Eastern/Middle Easterns and some Eastern African groups can grow soft silky hair(straight,wavy or curly) and West Africans,some Eastern African groups,negritos and some Australoids can grow kinky hair(scrubbing pad texture)

I know what you meant lol. That's just the image that came to my mind. I don't think one can grow soft hair, you either have soft hair or you don't.
