Before someone can come up with a "cut off for whiteness" what the characteristics of Whiteness must be defined. You can only have a cut off if there is a standard to go by. That is where the 'problem' arises. There is no consensus. There are various standards and so you'll have a number of different interpretations. Legally in the US there are a number of ethnic groups that is considered White but not socially, for example.
In this case, the standard would be that white=European. That is usually the socially accepted norm, and sometimes people leave out Southern Europeans and such, but from a genetic point of view, they are European.
