So Obama is not african american?

Obama is Afram.

But they are descendants of africans 2
So they are actual african americans, at least if you take that term literally?

It may simply be a regional difference, but here in Texas Africans in general irregardless to what region they are from are considered black, perhaps not in the sense of "American Made" but black none the less. Though we do make the distinction that they are "African" in the literal sense as you said.
