UK is not going to have a black (or half black) PM in the next decade I'm certain, the U.S. has a black president. haha uhm I would say the U.S. has won hands down. The U.S. has also had a black Secretary of State (Foreign Minister) and a black leader of all our armed forces.
The UK probably won't have a black PM in the next 10 years as including half-black people they make up 3-4% of the population max. However, the UK had a Jewish PM in 1880 which would have been unthinkable for the US at the time, and as a Jew is probably going to be elected as leader of the Labour Party tomorrow (David Miliband), we are probably going to have another Jewish PM within the next decade.

However, on the whole I would say multi-culturalism is more harmonous in the UK than the US. British tolerance is comparable to the level of tolerance in the North East and Mid-West of the US I think. However, large amounts of the South are years behind the UK in terms of acceptable and tolerance.
