The law will probably only apply to people who are not Swiss citizens. If so then Swiss citizens of foreign descent guilty of serious crimes wont get deported, and even then the foreigners who committed 'non serious' crimes wont get deported either.

The difference is that unlike the UK, swiss citizens of foreign origins (I think that's what you meant by descent) are pretty rare in Switzerland.
