I'd have to say the UK is certainly up there. Social groups and cliques tend to be quite close knit in the UK, and people generally don't go out of their way to speak to people outside their immediate social group. Also, having conversations with strangers here, perhaps wating for a bus or a train is almost taboo in the UK. Strangers just don't speak to each other, and people who do strike up random conversations are regarded as a bit weird.

So yes, I'd say the British are some of the least friendly people. Sober we have a tendency to be cold and distant, under the influence of alcohol we then have a tendency to become hostile and aggresive.
