It is possible that that version was specifically created for a digital edition. Look at the note on the very last page. I suppose you could email quran@noorehidayat.org and ask them about it.

Hope you find what you are looking for.

EDIT: If you can't find a published ed. like that, you might be able to have it printed and bound somewhere like Staples or Kinkos (assuming you are in the US) or similar places. Or if you want a real binding, find a book binder who will do it for you.
