How and whether people comply with the rules is not what I am concerned with - it seems like they are prepared to coerce people into following them. But I just don't see any value or importance to the rules in the first place. I am concerned with the following of the rules and people are "coerced" every day into following all kinds of rules. If they/you/we don't like a rule for whatever reason there are proper ways to change them. If civil disobedience is your route then be prepared to get hassled by "the man".
