Yes. He was born and raised in Sweden, and on top of that his mother is an ethnic Swede if the former isn't enough for you. He's Swedish, what other nationality is he supposed to claim?

Populations are not static and are always changing so to say he is not swedish is to say that sicilians are not europeans because they absorbed populations from the middle east. He qualifies moreso as a swede as well since he has a significant swedish blood and his kids will probably be swedish and thus his descendants will become a part of the swedish genepool..

so technically yes he is fully a swede but from a genetic and from street view he is not fully swedish.

In my view, he'd have to fit in (in terms of appearance) in Sweden and also be culturally Swedish (which comes from growing up in Swedish culture) in order to be considered Swedish.

Pushkin is also seen as a full Russian. He looked more European, admittedly.

Anyway, phenotype plays a role I guess, but he has the Swedish heritage and I don't know how much cultural baggage he has received from his mother's side. On another forum there used to be a half-Peruvian, half-Flemish guy who insisted on calling himself 'allochtonous'. I used to make fun of him by calling him a 'brown face', only twice though and jokingly (making his claim to be a foreigner, being raised by his mother, I was mocking mainly that). It made him hate me. He's also a type who always mixes his native language with English to an annoying extent (typical of gamers).

In my opinion he can be seen as fully Swedish if his culture is fully Swedish, that is what the topic is about. If you have eye for the heritage of your parental and environmental culture you have the potential to be fully I think, even with foreign influences.
He looked European, he was pale, blue eyed as described by multiple people of the time, cuz he was 7/8 European and we don't consider him full Russian, they always tell us about his greatgrandpa being an African Slave and such. As for the case of Larsson, I'd say just like in Russia. Swedish Citizen?

How can you be a "fully Swede" if only one of the parents is Swedish?
