I would say he does culturally, although it's obvious that the half of his ancestors were not native Germans at all. But he was born here and/or brought up here from a German mother, then he is a German by right. What do you think? Yes or not. Or, so what should he be considered in that case? |

It's a matter of self-identity more than biology.
Compare with Barack Obama. Born in the United States (...he was. get over it.), native white mother, foreign African father, raised by white mother in an upper middle class environment. Born in Germany, native German mother, foreign African father, raised by white mother in an upper middle class environment. Obama identifies as African-American, and thus, while being biologically mulatto, he chooses to be treated solely as a black man. (He put himself down as black on the Census when given a choice to do otherwise) Boateng likes his Ghanaian heritage, but has never been to the country and identifies as a German. He refused to even consider playing for Ghana's national team, while his half-brother from the ghetto chose Ghana over Germany. Conclusion: Boateng is more culturally German than Obama is culturally American. |

Peoples are human beings and human beings are nationless. If he has anything about him that is natio / or innate that is off limits to nurture by 'mere' Germans then he is not 'merely' a person so he isnt German. I'd at least demand a lack of otherness to the 3rd or 4th generation. Someone who wont be applying for (foreign) nationalities (redundant expression) citizenship (Irish, Itaian or whatever) through a granny for example. Someone who has nowhere else to go must come first (if only for the threads subjects descendants becoming wealthier in that way than him).

If he was raised in german ways then yes he's german,I think there was some sayings ~"it's not important who gives birth to you,it's important who raised you",if he's some parasite that clings to foreign ways and doesn't live according to german ways of life then no.
