No it shouldn't, and Rowan Atkinson and Catherine Zeta Jones are so extreme in their appearance that, while they may be British, in terms of phenotype they may as well be from another country.

Race is a powerful hand to play when a ethnic/racial minority is actually a small portion of the population. It'll be an ace in the deck when that minority is the majority in a state. Although not all Latinos in those areas fall into line. It's a rather diverse group when it comes to many issues. That can change, however, if they suspect anatagonism from Anglos and you can be sure someone will play that card strongly in their own favor and gasoline to the fire.
