Need for legalization of signature

I need a guy in Thailand to sign a document and someone to certify that the signature is indeed that from that guy.

Here in Switzerland I would ask a public notary to do a legalization.

Can you tell me which official can do that in Thailand?

Does a public notary exist? Is it a civil servant or a private (like a lawyer)? Where can I find one in Chiang Mai?

Least: can someone tell me what is a §Ò¹à¡çºÊӹǹ¤´Õ´Ó ?
