It's jasmine flower buds which are still a bit closed.
I actually learned how to make them when I visited a school, but it's difficult to describe without being able to show you directly!
Basically, the flowers are lined on a thread with a needle. Then there's a special system to arrange each new flower with a certain angle to the neighbouring flower...
At the beginning and end, often roses are used (but that's even more complicated!)

Maybe someone knows a better explanation?!

Oh... sorry. After I've had a second look at the picture I realise it's not what I thought. Sorry!!
I don't know the flowers either... it surely is not jasmine. But I know these flowers are simply lined on a thread with a needle, right through the middle of the flower bud.

Aren't the big yellow ones some form of marigolds?

My favorite thing about Thailand are the wrist garlands. They are so fragrant and beautiful. I love walking along a stinking Bangkok soi and suddenly getting a wash of Jasmine. MMmmmmm.....

My wife always buys em from kids or other sellers at stop lights, maybe the kid is just gonna waste the money on food for the family that made em??

We buy a couple to make the car smell nice, I will let her hang one on the mirror and throw one in the back seat, I just don't like junk hanging in the windshield, so it don't stay there long either.

all of us in this site have something in common.... we love Thailand so let 's input yours observations about my country where is no place in the world has...... this is mine ....poung ma rai..... if you look into my profile you 'll see a lovely picture.... that's Thai. "SO THAI" no where else in the world will have it.
