Will a 40% mining tax kill the resources boom?

On 3 May Prime Minister Kevin Rudd announced a new 40% tax on the profits of the mining companies (all foreign owned) that have been plundering Australia's resources at pennies on the dollar. Will it kill the resources boom that has been sustaining a deindustrialised Australia?
