Actually, a lot of voluntary incest occurs between people who didn't know each other growing up. A lot, in this case, being a relative term. (Drum roll please!)

I suppose it works if you marry someone who is within 9 months but more than 2 days from your birth date.

Siblings given up for adoption should be sent to vastly different places, for example the boy could be sent to a rural or even deserted area to live with relatives, the girl sent to sophisticated liberal city ware she would follow in the political dynasty of her adopted family. This would ensure that should they meet they don't have anything in common and don' fall for each other. But as a last case defense the boy should be have an older dashing roguish friend whom the girl would fall for instead.

P.S. Their should also be two droid companions one spunky and one cowardly for comedy relief throw in as well.
