On your Control Panel, right at the bottom under "Miscellaneous".

I have never understand the buddylist since FM changed to the newer layout..
My "old" buddies are still in there but i've no idea where they show up

On the online users list, a buddy will have a '+' next to their name. Not exactly easy to see though. Or 'quick links' 'buddy list'
